APPLICANT REQUESTS THAT:

His DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge, be corrected to reflect the award of the 
following Air Force Medals and/or Ribbons:

      a. Air Force Good Conduct Medal (AFGCM) (PREVIOUSLY AWARDED 
AND REFLECTED ON CURRENT DD FORM 214)
      
      b. Air Force Outstanding Unit Award (AFOUA)
      
      c. Cold War Victory Medal 
      
      d. Overseas Service Commemorative Medal
      
      e. United States Air Force Commemorative Medal
      
      f. Honorable Service Commemorative Medal


APPLICANT CONTENDS THAT:

His records do not accurately represent his four years of 
service in the United States Air Force.  During that time he 
served at Bergstrom Air Force Base, Texas, Misawa Air Base, 
Japan, and McConnell Air Force Base, Kansas earning the rank of 
Staff Sergeant, and he is puzzled as to how he could only have 
been awarded the National Defense Service Medal (NDSM).

In support of his request, the applicant has provided excerpts 
of his military records: AF Form 1712, Uniform Military 
Personnel Record, Special Order, PB-10, Superior Performance 
Proficiency Pay, dated 27 Dec 72, and a Letter of Appreciation, 
from the Commander, Headquarters 381st Strategic Missile Wing, 
dated 4 Apr 73.

Exhibit A.


STATEMENT OF FACTS:
The applicant initially entered the Regular Air Force on 2 Sep 
69.

On 31 Aug 73, the applicant was furnished an Honorable 
discharge, and was credited with 3 years, 11 months, and 29 days 
of active service.   

The applicant’s DD Form 214 reflects 1 year, 6 months and 1 day 
of Foreign Service and award of the following Air Force Medals 
and/or Ribbons:

	- National Defense Service Medal
	- Air Force Good Conduct Medal

The remaining relevant facts pertaining to this application are 
contained in the memorandum prepared by the Air Force office of 
primary responsibility (OPR), which is attached at Exhibit C.    


AIR FORCE EVALUATION:

AFPC/DPSID recommends denial indicating there is no evidence of 
an error or an injustice. 

After a thorough review of the applicant’s official military 
personnel record, they were unable to verify the applicant 
served with a unit that was awarded any unit awards during his 
active duty service.

In regard to the Overseas Service Commemorative, Cold War 
Victory Commemorative, the Honorable Service Commemorative and 
the United States Air Force Commemorative Medals, these are 
celebratory display medals rather than official awards or 
decorations of the United States Air Force and Department of 
Defense.  They are not unable to provide any verification to 
commemorative medals nor can they be updated to the applicant’s 
DD Form 214.  However, the applicant may obtain the awards from 
a commercial source.  Please note:  The United States Air Force 
does not officially sanction use of any of these sources.

The Cold War Medal/Certificate recognizes members of the Armed 
Forces and civilian personnel of the United States Government 
who served in the United States during the Cold War.  The 
endeavor is being conducted by the Department of the Army.  The 
applicant may order his certificate on-line.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 29 Sep 14 for review and comment within 30 days 
(Exhibit D).  As of this date, no response has been received by 
this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
notice of the applicant’s complete submission in judging the 
merits of the case; however, we agree with the opinion and 
recommendation of the Air Force office of primary responsibility 
(OPR) and adopt its rationale as the basis for our conclusion 
the applicant has not been the victim of an error of injustice.  
Therefore, in the absence of evidence to the contrary, we find 
no basis to recommend granting the requested relief.


THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of 
newly discovered relevant evidence not considered with this 
application.
